She was also personal secretary to Ella Grasso and then executive assistant to US Senator Abraham Ribicoff where she worked in Washington, DC and Connecticut. Upon retirement from the Federal Government, she began working for the State Department on Aging. In March of 2015, Billie was a recipient of the Congressional Gold Medal for her work with the Civil Air Patrol during WWII. She was predeceased by her husband, Arthur T. Hill, son Thomas A. Hill, brother William B. Sarr, Jr. and sister Jean A.(Sarr) Bates. She is survived by daughter Barbara (Hill) Coffey and husband Charles E. She was blessed to have met Charlie Nowosadko and they were able to enjoy the final few years of their lives together. She treasured many holidays and outings with the Nowosadko family remaining active until very recently. Special friendships with Lisa Brieling and Phyllis Genua brought her much joy.
